Background:
The growth of consumption of new psychoactive substances (NPS) is one of the serious medical and social problems in the world. Since 2013, NPS began to appear in Kyrgyzstan. There are no services for minors who use NPS (MWUNPS) in Kyrgyzstan, doctors, social services don’t know how to work with them. It appeared necessary to develop and implement a strategy on working with MWUNPS.
Methods:
In 2016 AFEW-Kyrgyzstan within the “Bridging the Gaps: health and rights for key populations” invited 20 representatives from different NGOs, state agencies working with minors to develop Strategy and plan on work with MWUNPS.
Results:
According to this plan in 2017 was developed “Concept of comprehensive package of services for minors who use NPS in Bishkek city” by intersectoral working group of law enforcement, health and education specialists, psychologist, community representative. Developed and approved by Ministry of health order Clinical protocol “Mental and behavioral disorders due to the use of new psychoactive substances by children and adolescents”.To integrate the guidelines into the curriculum of Kyrgyz state medical institute for Post-Graduates (KSMI) were developed modules and conducted ToT for staff of KSMI.
In Bishkek city were trained 25 juvenile inspectors and 25 social pedagogues of schools where were most of the cases with drug use among pupils. Developed by Mayor’s office of Bishkek city Program "Prevention of juvenile delinquency for 2018-2020" included our plan for 3 years. Within this program will be opened center for MWUNPS by our organization and Mayor’ office will provide free premises for the center. The program is pending for approval by Bishkek city parliament.
Conclusions:
AFEW brought together NGOs, State and municipal agencies, KSMI and community leaders to start work in Bishkek city with MWUNPS. All conducted activities and opening of center for MWUNPS will change the current situation.
